Epätoivoinen hallitus evakuoi mahdollisimman monta eloonjäänyttä saastuneelta alueelta ja rakentaa sitten muurin, joka estää muiden pakenemisen. Kolmekymmentä vuotta myöhemmin muuri on edelleen pystyssä ja uhrit lähes unohdettuja, kunnes alkaa uusi epidemia. Hallitus päättää lähettää asiantuntijatiimin majuri Eden Sinclairin johdolla muurien sisäpuolelle etsimään vastalääkettä vitsaukseen.
